modal is always followed by the base form of a verb.
The

A modal expresses mood or attitude:
Ability             :     She can run in the race.
Possibility        :     She could run in the race.
                              She
might run in the race.
                              She
may run in the race.
Advisability     :     She had better run in the race.
                              She
ought to run in the race.
                              She
should run in the race.
Necessity         :     She must run in the race.
                              She
has to run in the race.
Intention          :     She has to run in the race.
                              She
shall run in the race.
Past Habit        :     She will run in the race.
                              She
would run in the race.
